Reeve sifted through reports, sorting them into piles of priority.
First pile, casualty reports. SOLDIER, Shin-Ra employees and staff. A significant portion of his budget went toward the families of fallen employees, but it wasn't right to just ignore them.
Second pile, urgent requests from reactor staff. There went the rest of the budget.
Third pile, requests from reactor staff that weren't yet urgent, which would be checked against next quarter's urgent requests.
Fourth pile, civic requests from nonprofits. For the most part that was putting animal shelters in touch with orphanages; rescue cats became orphanage cats, orphans got pets.
